Caleb Campbell, 22, was taken into custody on Thursday, Feb. 27, 2025, following an intensive investigation by Chester Police, authorities announced. He was arraigned the following day and ordered to be held on $500,000 cash bail.

On Feb. 4, at approximately 4 p.m., Chester Police responded to reports of a juvenile pedestrian struck by a vehicle, at 9th Street and Tilghman Street, that fled the scene. Officers found the victim, identified by family as 8-year-old Ny’Leek Ellison, suffering from life-threatening injuries.  He was rushed to Crozer Chester Medical Center before being airlifted to The Children’s Hospital of Philadelphia (CHOP), where he remains in critical condiand tion receiving ongoing medical care, officials said.

Investigators identified the suspect vehicle through multiple video sources, police said. The vehicle was located and recovered on Feb. 5. The registered owner cooperated with law enforcement, leading to the identification of Campbell as the driver at the time of the incident, according to authorities.

Campbell faces multiple charges, including Aggravated Assault by Vehicle, Accidents Involving Death or Personal Injury, Driving While Suspended, Careless Driving, and Failure to Render Aid, police said.

“I am overjoyed that the suspect in the hit-and-run of 8-year-old Ny’Leek Ellison has been arrested and that justice will be served for the family," Mayor Stefan Roots said. "I commend our Chester Police Officers for their quick and thorough investigation. I also want to extend my deepest gratitude to the first responders who acted heroically to save Ny’Leek’s life.”

A GoFundMe campaign launched by Ny’Leek’s family states that the child has suffered severe injuries, including paralysis, and faces a long recovery. Funds are being raised to assist with medical expenses, home modifications, and rehabilitation care.
